Comment # 2 on bug 12039 from 
USBPcap author already explained me that sometimes NSIS based installer was
failing to install the filter correctly, which could lead to what you are
reporting. That's why he intends to replace it with a WiX installer. 
On my side I think I faced this once more than a year ago. De installing /
rebooting / reinstalling USBPcap / rebooting solved the issue but I do not know
more.
