Discovered while working on Pcap.Net (http://pcapdot.net).

In the attached pcap file there's a single packet with:
Epoch Time: -2147483648.177148200 seconds.
But also with:
Arrival Time: Jan 19, 2038 05:14:08.-1771482000 Jerusalem Standard Time
Where actually, the Arrival Time should be in 1901.
