You are correct, according the to the encoding rules of the MIHF ID in the
standard which is derived from OCTET_STRING data type, it should start with
length field of one byte. I added this byte and the wireshark is capable of
decoding the packet correctly. The trace actually comes from MIH module in ns3
which is an old module and not maintained since long time and I am trying to
fix it now.

I confirm we can close the bug and it is not from Wireshark.
