It seems we have two bugs. One is losing the window decorations when restoring
wireshark in fullscreen mode which is a mutter problem:

The other bug triggering it is saving the _maximized_ size of the window and
trying to restoring it in in the fullscreen size _then_ maximizing it causing a
workaround to be triggered in mutter.

Saving the maximized size also seems to be a mutter bug which makes
gdk_window_get_height() return the maximized size instead of the size before
maximizing. Both happens only on the secondary screens when there are no Gnome
panels present.

One workaround is installing panel on all screens using the following Gnome
shell extension:
