As another example/manifestation of this problem, the ZigBee Green Power
Cluster (Proxy and Sink) are using the profile ID 0xA1E0 and are not dissected
using the ZCL dissector.

As a general rule I would suggest to always assume ZCL except for ZDO and Test
Profile #2 as mentioned in the original post by Chris.

In all other cases the whole profile is likely manufacturer-specific and it
would be the responsibility of the manufacturer to provide a suitable plug-in.
