In general, if a dialog contains useful information I think it makes sense to
keep it open. I updated change 6126 to keep the FollowStreamText widget
enabled.

The GTK+ UI closes dialogs when the capture file is closed because in most
cases we don't have any choice. Most of them are singletons, e.g. "static
GtkWidget *foo_dlg". I think we did this historically for performance reasons
but I'm not sure that applies any more.
