Allow expert infos to be limited to display filter

This is a patch against the last svn version.  (Still need to switch over to
git, but not there yet).  The patch works for the expert infos composite
(errors, warnings, notes and chats), but not for details.  The summary tab
count reflects the correct number but the details lists expert infos for all
packets.  I was going to look at fixing it, but then Gerald announced the
switch from Gtk to Qt and I stopped looking at it because I thought it would be
a waste of time.  Michael Mann told me to post it anyway, so ... voila.  FWIW.
