If RTP is sent before the answer to the offer isn't that technically a bug in
the application? If there is early media the answer SDP should be in an 1xx
response shouldn't it?
In a traffic generator I have used RTP before "SDP answer" would cause ICMP as
the ports to receive media will not be open.
