Diff for adding the table

So, I had heard we were a bit behind with the BACnet vendor ID list, so I went
ahead and built a parser to take apart the list at www.bacnet.org and generate
a table from it. The diff contained has all 704 IDs in it, and I'll be adding a
zip file with the source code for the parser (Windows platform only, sorry,
blame XmlLite) and a short description of what needs to be done to make the
HTML good for the parser (basically making it UTF-16 XML).
