Trace with ULI in RADIUS and DIAMETER message

Build Information:
1.10.1

Cell LAC and SAC fields of 3GPP-User-Location-Info in DIAMETER messages are
currently decoded this way:

Cell LAC: 1267
SAC: 470

It would be handy to have them decoded exact same as in RADIUS messages where
both hex and decimal values are displayed:

Cell LAC: 0x04f3 (1267)
SAC: 0x01d6 (470)
