Enhance CARP Dissector
* Make checksum field filterable
* Add also a checksum_bad filter and display a expert info when checksum is bad

Side note: I noticed a problem to filter carp packets when the IP heuristic is
enabled. I try to get more details for this issue and will open another bug.
