Export with a summary line giving an absolute date and time and, if possible,
enhance the import code to be able to parse the summary line to extract the
date and time without getting upset by the rest of the summary line.

The latter half of that is covered bug 1636, I think, as I believe the
"importing hex dump text" code is currently shared by text2pcap and File ->
Import from Hex Dump.
