This patch restores <Ctrl>x to Cut and <Ctrl>d to 'Ignore packet'.

Patch committed in r47194, although I removed the extra separator.  I
understand why it was added, but I wasn't sure it was really worth it, and it
also didn't have anything to do with this bug.  If someone else likes it, then
feel free to commit it in a separate patch.

And I'm unsure about whether this bug fix should be backported to 1.8 and 1.6
(gtk/menus.c).  Users may be accustomed to the *<control>X" shortcuts now, so
I'm wondering if it's too late to backport now?  Well, for now I have not
scheduled it for backporting.
