Wireshark 1.8.0 properly displays the wireless toolbar when that option is
selected.

Wireshark 1.8.2 and 1.8.3 do not.  The toolbar is always grayed-out and
effectively unavailable.  The major impact of this is the inability to select
channels. 

The presence of AirPcap has no effect.

If the option to display the wireless toolbar is unchecked, the grayed-out
toolbar disappears.

Rebooting the PC has no effect.

This is a serious limitation for a version that has left the beta state.

I am entering this bug at the suggestion of Guy Harris.
