WinDump also doesn't see most of the packets. I didn't notice this prior to
writing this report, but it turns out that ARPs are captured. I also tried
Microsoft Network Monitor, which seems to capture all of the VM traffic
properly. I guess the WinDump test indicates that this is a WinPcap issue and
not a Wireshark issue. I'll submit a bug report to that project instead.
