I tested this in the current trunk, trunk-1.8, trunk-1.6, trunk-1.4, and
trunk-1.2 and I always have the same behavior: Ctrl+right expands all trees in
the current frame, Ctrl+left collapses all.

Shift+left collapses the current subtree, Shift+right expands it.  Based on the
my testing, it's always been this way, so closing as NOTABUG.
