My comments about the first flag (has restarted) are obviously wrong, I have a
collection of sample packets and while I write it's at 0, the flag is really at
1 in the one I pasted :)
This Restart State flag can be at 0 or 1 even in this case, it's not invalid,
it's really indicating the peer to send routes without waiting for End-of-RIB
marker.
