A version of def_sym_filter_symbols for Windows/Nmake

This is just me guessing -- totally untested. This is to show possible
modifications to the NMAKE Makefiles to adopt a similar strategy for
controlling exported symbols.

I investigated CMake as well... as far as I could find, CMake doesn't support
explicitly exporting symbols from an external file.
