It doesn't appear that way on my machine, which was upgraded from Lion to
Mountain Lion.  There's still a Mountain Lion man page for SystemStarter, and
there's a LaunchDaemon called SystemStarter.  Perhaps those are there only
because the machine had StartupItems before the upgrade.
