Enchanted new LLRP dissector

Hi,
I have enchanted the new LLRP dissector a bit. Basically I have added all the
parameter fields and added some inconsistency reports (should be 1.1 version).

The patch needs a lot of work still. Some fields doesn't translate numeric
values to some meaningful description and it is not much tested.

I just wanted to send early state to get some comments/feedback.
