SVN r43551

No more _DIVIDE_BY_ZERO warnings, just a few malformed packets (and not in
packet 3).   Since there hasn't been a change to the SNMP dissector since
r43203, I guess part of this was "fixed" through an ASN.1 change?

Since there are still "malformed packets", I'm not closing the bug, but I think
the initial symptoms have been cleared.
