Been meaning to lend a hand on this one for a while.  I've been using a
pkg-based installer to setup a launch daemon to take care of the necessary
chgrp & chmod on /dev/bpf* for my OS X deployments for a little while.  Easy
enough to share it.

The installer adds a bash script to /Library/Scripts, this script does the
chmod & chgrp.  It also adds a .plist to /Library/LaunchDaemons that basically
calls the script when the launch daemon runs at boot time.  Finally, the
installer's post flight script loads the launch daemon via launchctl and calls
the script, thus avoiding the need to reboot the install target machine.

This pkg should be ready for direct addition to the Wireshark.mpkg.
