Actually, I don't think a preference is needed after all.  The only potentially
conflicting case is when both are 11 bytes in length, but they can be easily
differentiated because there are no overlaps between the 1st byte of the
security field.  Since RFC791 is already implemented and since no preference is
needed, I'd say keep both.
