Fix type of 'MBMS-Data-Transfer-Start' AVP

Build Information:

Diameter base (RFC 3588) has a 'Time' type of AVP value with four octets (same
format as NTP timestamp first four octets) instead of eight octets, the AVP
'MBMS-Data-Transfer-Start' and 'MBMS-Data-Transfer-Stop' in TS 29061 (Release
11) requires eight octets to indicate the NTP time, hence type of Time is not
proper for these two AVPs.
