For ISDB-C, NHK (also) say "To each TS packet 16 bytes of Reed-Solomon error
correction information are added to make 204-byte RS frame. When 8 error bytes
exist in 1 TS packet, a receiver can correct such errors" at
http://www.nhk.or.jp/strl/publica/bt/en/pa0007.html - so that's obviously the
case here, too.
