LCSAP Connectionless-Transfer procedure with Embedded LPPa payload

with SMI 0.4.8, with c-ares 1.7.1, with Lua 5.1, without Python, with GnuTLS
2.10.3, with Gcrypt 1.4.6, without Kerberos, with GeoIP, with PortAudio
V19-devel (built Feb 13 2012), with AirPcap.

Running on 64-bit Windows 7, build 7600, with WinPcap version 4.1.2 (packet.dll
version 4.1.0.2001), based on libpcap version 1.0 branch 1_0_rel0b (20091008),
GnuTLS 2.10.3, Gcrypt 1.4.6, without AirPcap.

Built using Microsoft Visual C++ 9.0 build 21022

LCSAP connection-oriented-transfer procedures may contain an embedded LPP or
LPPa payload, which Wireshark dissects depending on the value of the
Payload-Type IE , which can be either LPP or LPPa. However, Wireshark does not
correctly dissect embedded payloads within LCSAP connectionless-transfer
procedures, which according to 3GPP TS 29.171 LCS-AP, can only contain an LPPa
payload within the APDU IE of the procedure.

Attached is a pcap file containing an LCSAP connectionless-transfer procedure
with an embedded LPPa payload, which currently Wireshark does not dissect.
