In order to make it easier to start to develop new GSMTAP sub-dissectors out of
wirehsark mainline, I would like to introduce a dissector_table to which
plugins could simply bind their dissectors, without having to patch + rebuild
wireshark core all the time

At the same time, we can also switch gsm_sim to use the dissector table instead
of manually resolving a 'sub_handle' for it.
