Fix reassembly for proto mp2t

Build Information:

This is an updated version of the MP2T dissector for MPEG2-TS.
It now reassemble all types of packets (PES, SECT, DOCSIS) and not just the
DOCSIS ones.

I have coded additional dissectors for section packets and a few tables. I'll
send them in separate bugs.

This should fix a few bugs.
