The attached files and patches add support for dissecting GSM CBCH (3GPP
44.012) and GSM/UMTS Cell Broadcast (3GPP 23.041) section 9.4.

The new dissectors are hooked into the following transport protocols:
SABP, BMC, RSL, GSMTAP.

The dissectors have been built and tested using MSVS-EE 2008 and fuzz tested.

Note that an additional code-point has been added to the channel types in
gsmtap.c, this has not specifically been authorised by the maintainers of that
list.

Sample packets are provided for gsmtap, rsl and sabp interfaces, I have a
sample packet for bmc, but it requires a non-distributable plugin.
