trivial patch to fix the problem

Build Information:
Paste the COMPLETE build information from "Help->About Wireshark", "wireshark
-v", or "tshark -v".

In function csnStreamDissector(), case CSN_LEFT_ALIGNED_VAR_BMP:, the call to
tvb_get_bits32() should be tvb_get_bits, as the number of bits to be fetched
can be 1-32.

Without this patch some traces throw an exception.
