To repair this it's required to pass udl (user_data_length) to
gsm_sms_char_7bit_unpack() at packet-gsm_sms.c:line 2681 (untested). But this
code is also heavily involved with reassembly of fragmented SMS texts. We need
to confirm this fix doesn't interfere with that.

I assume we can use your earlier capture file from bug 6469 for that? Is that a
properly fragmented SMS text message? With the proper User-Data-Length
information?
