I've updated the meta data version info. Thanks for the capture file.

Still I don't get your complaint, as in there's always a media type for a body
part; if Content-type is missing it defaults to text/plain. Your body part in
the sample packet states: application/x-tia-p25-issi

If there would be a dissector for this media type it could process this data.
This call in reg_handoff would pick that up:
dissector_add_string("media_type", "application/x-tia-p25-issi",
tia_p25_issi_handle);
