Starent dictionary with format as 2,2

Build Information:
wireshark 1.4.4 (SVN Rev 36110 from /trunk-1.4)

Wireshark's RADIUS dictionaries for Starent need an update. I have contributed
these to FreeRADIUS, one can to pick up the latest Starent dictionaries from
FreeRADIUS SVN. I have also attached them here. There are two conflicting
dictionaries:
dictionary.starent with format 2,2 which should be the default in Wireshark.
dictionary.starent.vsa1 with format 1,1 which should be optional with a note.

FreeRADIUS now supports an 8 octet integer format integer64, please add that
support if required in Wireshark. Thanks.
