A probable typo when copying Table 9.1.54.1a. from 3GPP TS 44.018 into the
packet-gsm_a_rr.c file has Wireshark mis-decoding the 3G Neighbour Cell
Information Element (and consequently the rest of the message) when
NR_OF_FDD_CELLS = 4 (and only 4).

>From the 3GPP literature, the element for n=4 should be 36, not 26.

The table represents the size in bits of the FDD_CELL_INFORMATION field, and if
it is incorrect, the element and the rest of the message will be incorrectly
decoded.
