Capture file that enables the crash to be reproducible.

Using dave b's python script, I was able to generate some packets and capture
them.  I then filtered out all but the IP fragments and bootp traffic and saved
those packets into this capture file.  I was able to consistently reproduce the
problem with this resulting capture file by applying a bootp filter, clicking
around on various packets, then clearing the filter.  Crash reproduced using
SVN SVN37771 on Windows XP SP3 (32-bit).  Call stack available, if needed.
