Can't this be done with inet_pton()?

+            "  -p <srcip>,<destip>    prepend dummy IP header with
specified\n"
+            "                         dest and source address.\n"
+            "                         Automatically prepends Ethernet & IP
headers as well.\n"
+            "                         Example: -p 10.0.0.1,10.0.0.2\n"

(PS: your example line is off)
