Thanks for the help. I guess I'm confused about why the -r command will work
without winpcap installed, but the -i won't work without winpcap:

C:\>tshark -r IN05a.pcap
The NPF driver isn't running.  You may have trouble capturing or
listing interfaces.

  2   0.203000   10.152.4.5 -> 10.152.2.33  S1AP id-InitialContextSetup
