As noted recently on the -users list, to quote this properly on Windows (e.g.,
in a cmd.exe shell) you need to do:

-R "frame.time >= \"Aug 1, 2010 17:39:32.553872000\""

Apparently cmd.exe doesn't like single quotes (or something like that) but is
happy with escaped double quotes.
