If "Help -> About Wireshark" is selected from Wireshark's main menu an error
message pops up:

    >> Could not open file
"<DevelopmentPath>\Wireshark_Source\wireshark-gtk2\COPYING": No such file or
directory <<


I guess this was introduced in revision 32440:

when file COPYING became COPYING.txt on Windows systems.

The attached patch handles this situation by looking for COPYING.txt instead of
COPYING on windows systems.
