Well, I just tried this on Windows XP with 1.3.x and didn't see the problem.  I
wonder if the priv sep stuff done since 0.99.6 has something to do with it.  Or
one of the many other changes.  Anyway, closing this since it appears to work
now.

(Note: I actually just ran tshark in one window and watched it print packets
while starting Wireshark and doing a few things there--including listing the
available interfaces and watching the packet counts increase.  tshark never
paused nor slowed down.)
