A quick peek into the bundle, in src\tml\packaging\glib_2.22.4-1_win32.log:
checking for mswsock.h... yes
checking wspiapi.h usability... no
checking wspiapi.h presence... no
checking for wspiapi.h... no
So indeed the fix is not compiled in, as becomes apparent from this thread:

Maybe well have to go at it another way and enhance the installer to implement
the "OldCigarettes Windows 2000 XP API Wrapper Pack"-fix on a Win2k platform?
