I have written a new dissector for wireshark, which follows 3gpp2
spec:X.P0059-200-0_v1.0_V&V_Due_7-December-2009 Section 9.1.1.2 .

I would like this to become a part of standard wireshark package.
Please let me know how I need to progress on this.
