Small patch for mobile pos cap parameter and optional param in Handoff Back2

I created the patch file against

revision 31306

from

/trunk/asn1/ansi_map/ansi_map.asn

to avoid duplicating other enhancements I already submitted.

One parameter in the Handoff Back2 should have been optional.
