Patch for RFC 4388 option decoding

Kerberos, with GeoIP, with PortAudio V19-devel (built Sep  1 2009), without
AirPcap.

Running on Linux 2.6.32-trunk-amd64, with libpcap version 1.0.0, GnuTLS 2.8.5,
Gcrypt 1.4.5.

Built using gcc 4.4.2.

Wireshark isn't decoding the "client last transaction time" or "associated ip"
options added to DHCP in RFC4388 as the proper types. The attached patch
against svn trunk fixes this.
