I have a very similar case, where Wireshark incorrectly decodes G.711 as T.38
after a rejection of re-invite. 

Scenario is fax call.

Initial G.711 call is setup
Destination sends re-invite to switch to t.38
Sender rejects with 488: not acceptable here
The call continues as G.711, but Wireshark decodes sender RTP as T.38.

Tested in 1.2.2.
