Currently the "-B <bufferSize>" is not supported only on Windows.

The changelog of tcpdump 4.0.0 
http://www.tcpdump.org/tcpdump-changes.txt

states:
"Use newer libpcap API's (allows -B option on all platforms)"

This would be an interesting option also for tshark/wireshark?
