move call_dissector outside if (tree) block 

Build Information:
SVN 30413.

Not calling call_dissector() if tree is NULL may have unwanted side effect,
like a dissectors never being called with flag->visited set to false.

Patch dissectors using call_dissector() but not with data_handle.
