GTP protocol: Target Identification shall be coded as TLV IE where value is
coded as TargetRNC-ID part of TargetID according 3GPP 25.413 and not as
TargetID => it is not a choice.

TargetID ::= CHOICE {
        targetRNC-ID                    TargetRNC-ID,
        cGI                             CGI,
        ...
}

such badly decoded IE is considered as Malformed packet
