Also embed Python on Windows

This patch includes:

- updates to the Windows makefiles to link with Python. We now track which
Python version (PYTHON_VER) we need to link with if Python exists.
- small change to wspy_register.c to make it compile
- change to "About Wireshark" page so that it contains which version of Python
we're using
