GeoIP.

Running on Windows XP Service Pack 3, build 2600, with WinPcap version 4.0.2
(packet.dll version 4.0.0.1040), based on libpcap version 0.9.5, GnuTLS 2.6.4,
Gcrypt 1.4.4.

Wireshark doesn't actually perform any reassembly of NDMP fragments (even
though there are options in the preferences to enable the feature).  Any PDU
that is fragmented at the NDMP level will not get decoded at all.

I am attaching a patch containing the changes I made to get this functionality
working.
